The issue is that Vocaloid software is pretty expensive, and as far as I know, you have to buy extra vocaloids separate. As for text to speech in Fruity Loops, yes, it does have that, but it's not something you'd use for singing. While you can program it to follow a melody, it is extremely robotic and would take a ridiculous amount of editing to make it sound even half convincing instead of just annoying. All of the UTAUs are fan made however, meaning they will not be as good of quality, although they do get the job done if you don't have the cash to throw around to get Vocaloid.
